Stretch VN window past 800x600, Anything will help please.

Almost every single visual novel I own or download comes in 800x600 resolution with the occasional (fucking miracle) 1024x768. First why in the hell do they always come in that resolution considering the original art is actually larger and they are Japan! The technology/electronics mecca of the world. The Mecca for all mecha haha.
Fullscreen is god awful since it doesn't let you see parts of the screen (the bottom part so hard to read) and everything is pancaked giving odd heads and what not since it's 4:3 and trying to become 16:9.
Okay so when I do play them I either try and stretch my monitor's screen through external menu (like buttons on the side) also I try to use windows magnifier, but it crashes often, messes up desktop, and if you slide too quick (e.g. save/load), which apparently doesn't take really that much, it pushes the lens across the screen and you have to slowly realign it again as if your a surgeon (probably my high mouse dpi, but still annoying).
I ran across a tool when searching my ass off to try and fix this so that the game takes up as much as the screen as possible (Stretching it not increasing resolution I know that, since that's not possible. Just mean to stretch it). The "tool" is called ResizeEnable ( http://www)digitallis.co.uk/pc/ResizeEnable/ ) it's safe but you can check anyway if you want. Anyhow it stretches windows that can't be stretched. I thought it was a miracle and I finally got it to work, then sure enough came the issues. It does indeed make most windows that can't be resized, resizeable. However you can't click anything really since the buttons are all in their original positions (I believe?) and it becomes impossible to play.
So my question is this. Is there a way besides windows magnifier, messing around with you monitor settings, or changing your resolution - to increase the size of the visual novel to fill most of the screen up?
Like make it 3 times the size and fill from the top to the bottom with of course the sides being the desktop since the game is 4:3.
I mean I could always whip out an old crappy monitor and make it my "visual novel screen" but that would mean that the crap monitor would have to be set as my primary, since it only goes fullscreen in the primary monitor.

Here are some examples I was able to do with ResizeEnable. The buttons are beyond fucked though took 10 minutes to find the save for the "fullscreen" picture. So not playable cause your searching the screen for where the button might be, like Pretty Soldier Wars A.D. 2048 where you have to move your people on a grid to fight.

Oh one other thing, if there isn't a tool or anything I can do I haven't already tried. Is it possible to make my second monitor not primary but when programs go fullscreen, they do it on the second monitor rather than the primary.

Try pressing while on game CTRL + ALT + F11.
It'll change your display settings. If your graphic drivers are up to date and correctly defined you should see the VN the way you want. Ignore this. I didn't read your post well.
If you stretch the window the images will lose quality (they'll be pixelated).
Try decreasing your monitor resolution to the minimum you can before playing a VN.
Also, many games have a configurations file that in a lot of cases can be opened with notepad. Try changing the resolution in it to 1024 * 768 for example.
In my case, most VNs go full screen without problems. Although when I first switched to Win 7 I had some problems with black bars. My screen resolution is 1280 * 800.
