I think that it's safe to say that most of us would agree that two women does not a harem make. However, from the standpoint of tagging, it's probably just simpler to treat a harem as any situation where the guy has multiple women. And honestly, it's not like the tagging as all that accurate anyway. It tends to be roughly right, but the tags are frequently wrong.
