The 'Age Of Consent' issue has been debated and discussed on another work posted here some time ago; can't recall right now which one. Long and short of it is, while the law books in Japan state 13 years old, there are some qualifying conditions to that (too much to mention here), so that, for all practical purposes, the way to avoid getting arrested and all that is to go with 18 years old.

well, the sailor uniform implies middle school age in most circumstances (even though i thought grade school with that height difference). a quick googling reveals the age of consent (with tokio notably excluded) to be only 13 years, de iure.<br>
