Haruo Yoshikawa in his Maoh state - MagikanoNever seen Magakano, but based on info I found on Wikipedia and AniDB, Haruo either Tier 4 or 5. Since I don't actually know his abilities I really can't say.

Yuugi from Yu-Gi-Oh? If so, then go read my previous post.
Accelerator at best is a low level Tier 4. Sure his ability is broken as hell and is regarded as a piece of God's power, but it's not reality warping.
Touma is Tier 2.
Just finished G-Senjou no Maou. I highly recommend this everyone.
Gonna check out Hanachirasu after I finish downloading DC II.
Also, happy anniversary!

Edit: Also, I think the "Power of Friendship" should be a Tier 5 concept. It's just like plot armor, overcomes anything. Hell the "Power of Friendship" sometimes is plot armor.Man, Yu-Gi-Oh and Pokemon would take that shit if it was true.
Sorry if I wasn't clear enough, but I was referring to specifically the concept of the "Power of Friendship", not when it's utilized by characters.
Anyhow, neither Yu-Gi-Oh nor Pokemon has anything that makes them above Tier 1. Maybe except for some of the stronger Pokemon.
Edit: Oh look, Yu-Gi-Oh monsters don't actually exist. They're holograms projected while people play a card game...
Well to actually answer the question now... I buy most of my stuff online due to easier access and usually cheaper prices.
However, at conventions, you can occasionally pick up some pretty sweet deals. The best deals that I've come across are in Akihabara. As long as you are looking for slightly outdated figures (usually ones that are around a year or two old) they tend to be really really cheap.
I never buy from local stores though cause they tend to be priciest.

Ones that I'm watching for sure:
Steins;Gate
Deadman Wonderland
The World God Only Know 2
Kampfer
I'm pretty much checking out anything else that looks good (visually) on that chart.
Electromagnetic Wave Woman & Adolescent Man
Moshidora
Hanasaku Iroha
Aria the Scarlet Ammo
Blue Exorcist
Under the Innocent Sky
A Bridge to the Starry Skies
A Channel
Lotte's Toy
I'll probably end up dropping half of those though.

I'll just do this:
Tier 3 - Lottery Weight: 3
These characters have either won the Superpower Lottery or have at least two Super Weight class powers. If the setting has superpowers, this tier is reserved for The Hero and his Arch Enemy. From here on up, authors will start having trouble challenging this character. Expect to see Green Rocks and Weaksauce Weaknesses.
eg. Superman, Magneto, Shyna Nera Shyna, Sosuke Aizen, *MOST IF NOT ALL DBZ CHARACTERS*

Way too many people in here that doesn't seem to realize what tier 5 means.. Like Naruto and Sasuke? wtf?...And stop with the Goku shit, he's crap.
I guess people wont get it unless we actually define it...
This is copy and pasted from the link in my opening post. So READ IT
Spoiler:
Again, nobody from the Dragon Ball series is Rank 5 with the except of possibly the dragon. Most of the characters are Tier 3.
Naruto and Sasuke are both Teir 3. Hell, everyone from Naruto are Tier 3 or lower. Except for the Ten-tailed beast and the Sage of Six Paths (according to TV Tropes anyways) who are Tier 4.
Ideon is likely high end Tier 4, but not Tier 5. Strike Freedom's plot armor might make him Tier 5, but otherwise he'd be Tier 2.
Alucard is Tier 4.
Nagato Yuki is undoubtedly Tier 5. Like shit she can steal Haruhi's powers to recreate the universe.

This thread has captured my interest. Though I think for me it's more the bots aspect rather than the loli.
