Because no one can find it. To be honest, you didn't really help yourself by only posting that image. Unless someone can speak Japanese or can be bothered to look through a kanji dictionary, they're not even going to know what they're meant to be looking for.

That said, it's called 懺悔１回１００円です　which means ¥100 for one confession. As a side note, I've only ever watched the first episode of Kannagi, so I haven't seen this character but if she's called Zange-chan, her name is "Confession-chan" since 懺悔 means confession. A pretty weird name.

Anyway, I'm looking for it on Share but it doesn't look like it'll show up. You could just buy it from DLsite. It's $7.51USD which isn't that much, especially if you really want it. By the way, what makes you think it's a flash game? It's actually just a CG set.
