Vigilantes that aid in the spur of the moment are okay (within reason, like not breaking a dude's legs for trying to run away from a crime), but besides the assholes who kill or take revenge for "justice", there is a kind of vigilante that thinks they see evil at work and they take it upon themselves to expose this perceived evil. It'll probably even get to the point of harassment. One example I could think of are people who suspect there's a pedophile somewhere, then they use the limited evidence that they have to make claims and "warn" people of it, essentially fucking up that person's image. Assholes.

It doesn't look like you're taking into account other prices such as land usage and leasing.And the resources they use for construction, and the way they want it constructed. It seems pretty unfair to compare this to an old ass building and say, "this is what it should cost", especially since there may be variables we're oblivious to. As far as the cost of construction goes, I see nothing here that warrants being alarmed about this.
