Religion should be treated no differently, than any other idea or claim to truth. This includes that fact that religion may ascribe meaning to certain symbols.
So the answer is: No.
People are free to treat symbols however they want within the normal limitations of free speech. There are only two limitations: libel (making falsified claims that negatively impact a person) and incitement of violence/hatred.
In this contest, the use of certain symbols could be sensitive, as religious groups can identify with a given symbol and if this identification is widespread knowledge, than acts that desecrate these symbols in a violent way are allegorical to acts of violence against these groups and are akin to speech promoting said violence.
However this doesn't cover what Dolci is raging against. No single group or coalition of groups should have a monopoly of use on any symbol, or word, or expression or the right to dictate what are acceptable uses of such and what are not. As long as its within the bound of free speech, people should be able to do whatever the fuck they want with them.

Window xp w/internet explorer.Which version of IE? If you use IE 6, kindly update your browser ASAP as you're practically doing a goatsee for all sorts of net based attacks.
BTW, IE 6 & 7 will recieve little support, as they are the only browser that's not W3C standards compliant (though this too, thankfully has started to change recently with the newer versions, IE 8 & 9).

You're skimping on the PSU... always a bad choice. Are you really risking $800 worth of equipment, just because you can't be arsed to spend an extra $20 on a decent one?
Beside that, why do you buy AMD? Bulldozer was a disappointment for the gaming community and while it has a promising future in servers, I see no point in buying an AM3+ socket MOBO. Intel's i5 & i7 (Sandy Bride) processors have demonstratively outperformed AMD's line of CPUs in the mid- & high-range and this is likely to be true even in the future when the Ivy Bride family of processors come out.
More nitpicks: Are you sure, you're actually gonna use that Blu-ray drive? If you're throwing money around like this, an SSD would be a lot better investment as it can dramatically shorten boot time and makes for a "snappier" desktop experience.
Final nitpick: You didn't write what you want the system for, so we can't give you any true advice as we have no idea what your actual demands are.

Building a computer is not that hard. You just set a budget and buy the parts that make up a computer in that budget. You check the slots for the motherboard and make sure you buy the right parts for the slots. The parts come with manuals on how to install it.You forgot step 1 & 2:
Step 1 - Consider what you're going to use the computer for.
Step 2 - Consider your budget.
Step 3 - Browse for parts that fulfill your needs. Withing budget? Consider adding more features or spending it on beer/hoes/etc. Outside budget? Lower your needs or collect more.
Frankly Step 1 is important, as you *don't* need a quad-core, modern machine just to browse the net and word processing can be done on very old machines. Playing movies (even in HD) can be achieved from 1/2-2/3 of the cost of building a gaming PC.

CVT/PST (in hybrids) or Manual. Not all automatics are made equal. If we put in a complicated automatic machinery, I might as well get the full benefit in terms of efficiency/performance, as otherwise I don't believe the expenditure is warranted.
I've been driving stick all my life and believe that anyone who can't handle a stick has no whatsoever business driving a vehicle. Sure, you do several things at once, but the same applies to driving as a whole. People who can't pay attention to several things shouldn't be out there, they're the ones who kill more people every year than cancer or heart failure.
In the future, cars will drive themselves anyway using GPS... and I say good riddance. I might miss driving, but if it gets rid off all the loonies on the road, I'd still call it a bargain.

Ah, yeah, that's it. It's read-only... My professor suggested using a SSD for the OSs to cut down on loading times (questionable, whether that's worth it or not).I'd contend it's not worth it as SSD's are generally pretty expensive. That's a personal opinion, though. There is a noticeable read/write speed-up.
If you use them for storing large quantities of data? Yep, SSDs are damn expensive.
If all you want is a faster storage device for caching & loading "static" or "semi static" data? Not anymore.
Before people go out, rushing to buy one, I'd point out a few things:
1. RAM is even cheaper and you can achieve similar boosts in caching by turning it into a RAM-drive... or just using it as intended, as Windows 7 is pretty good at taking advantage of "excess" RAM.
2. There's a worrying trend, that newer SSDs tend to be made cheaper by being able to do an ever lesser number of write-cycles:
The old, MLCs manufactured with 5x nm technology could do 10000 write cycles, whereas current ones manufactured with 2x nm technology can only do 3000. The new TLC devices, promised to bring a breakthrough in price will only do a write 1000 cycles... isn't "progress" wonderful?

The option is there, but it's poorly documented and not nearly as useful as in Linux. Windows simply isn't designed to be used without the GUI.So rather than lack of a CLI (which would be incorrect), the con to you would be that Linux terminal is more powerful than DOS.
Since we're in nitpicking mode, I'm going to point out that ever since Windows 2000, you don't have "DOS" underneath windows. It's command prompt, that looks similar to DOS, but it's not.
The Windows 2000/XP/Vista/etc. CLI, cmd.exe is more powerful than DOS's COMMAND.COM:
- SETLOCAL/ENDLOCAL commands limit the scope of changes to the environment
- internal CALL and GOTO labels lessen the need for individual batch files to perform parts of a task.
- filename-parsing extensions to the SET command are comparable to C shell.
- an expression-evaluation extensions is also provided in the SET command.
- an expansion of the FOR command to support parsing files and arbitrary sets in addition to filenames.
- use of arrow keys to scroll through command history (provided by DOSKey in COMMAND.COM)
- off-by-default path completion capabilities similar to bash tab completion
a directory stack accessible with the PUSHD and POPD commands
- IF can perform case-insensitive comparisons and numeric equality and
- inequality comparisons in addition to case-sensitive string comparisons
- the ability to escape reserved characters by using the caret character (^)
...and you can do even more involved stuff if you're willing to use VBScripts.

However Windows has had a better CLI for some time now! (Drumroll!) The Windows PowerShell!
Windows 7 & Windows 2008 Server has it installed by default and it can also be installed on XP & Vista.
All in all, the PowerShell can act quite similar to BASH... in fact you can give it BASH instructions and it will interpret them in a sensible manner!

Preferably Access-Ready storage. It would be much easier to have a kind of Network-based storage device that all my other PCs connect to, but I don't see many solutions for something of this size. Unless you can think of something archival?
Frankly how much data are we talking about? Even with the 2x-3x price boom, HDDs are probably still the way to go. Beyond that, do you need redundancy?

Seems all the former Communist countries have some kinda problem with porn. I wonder why that is, since if your doing your business to porn, It would keep the population down. How come production in Russia is problematic? It varies. Poland for instance has some issues, but all in all porn is still permitted as long as its kept behind wraps. Hungary is the porn capital of Europe and what made anal common in porn. Slovakia, The Czech Republic, Romania, Croatia, Serbia, Germany all permit porn. So one can't just tie this to Communism and be done with it.
