I would still say they did it and her comment on top of the last page was her talking to herself about her imagining he would jump despite her knowing how shy he always was with making a move on her. And the way they are embracing each other on the last panel also leaves an impression of them being lovers (not to mention how -now that her sexual urges and fantasies are satisfied- she wishes for a romantic lovey-dovey meeting).
