Visit their blogs/web pages (look them up here - http://www.mangaupdates.com/) and make requests.
If you WANT to get the translation done, then commissioning it is the best way to go. Requests work only if they tickle the groups' fancy, but if you're paying for it, then you can bet it'll get done.

There are already a million non-h manga download/ online reader sites. I don't really see the point of uploading any of it here. Fakku does host a few ecchi themed manga titles. But visiting to a hentai site to download Naruto and the likes... lolololololololol
