The fact you REFUSED to surmise, these people are everyday Caucasian by race so how can the law be racist. Discriminatory yes; racist no.
Mexican ancecestry is either Indian and/or Hispanic. If 50 to 100% Hispanic ancestry; their ancestry is the same as the Greek, Sicilian, Portugese, etc..; that is if you know your world geography and history. If these Mexicans can prove they are 100% (+-) Yanqui, Aztec and/or Mayan then it can/might be considered racist. I would consider the law racist.

I lived in Arizona for 4 years of my life and the major defining trait about Arizona i found was its dislike for Mexicans. did i like living in the state defiantly but i didn't have to worry about being hated (Im black FYI) unlike in Texas where i live currently.
