That is correct. Anything goes in IB (although sensitive topics like racism is not allowed, and guro, scat etc. should be posted within spoiler boxes); Random is less lenient however and things can still be considered spam.
I think it's just the server being overloaded, we'll see if they work when the online users drop below 1000.
