@RBZ: Ah, I it originated from the flaggers issue. Since we wanted to atleast reduce the numbers of flaggers that came in and flagged links. Since the post requirement got spammed, this is the closest thing to reduce the number of flaggers without limiting the users.

Let's just wait for an official announcement. then we can panic/not panic after that

all the mods position then and now are "given" by Jacob. non of them asked for it.
