it's not a matter of "translated" or not, it's a matter if it's an Official Translation or not.

I know that Dark Translations is a fan-translators = not Official

therefore you still need to change the Locale, since even though they have "modified" it that they're translated script is the one being displayed, but it still uses the original Japanese version of the game.
