raising infections skills is a waste of SP
lvl 1 + 2 + 3 + 4 + 5 = 750 SP
eff 1% + 2 % + 5% + 7% + 9% = +24%

zombie infection lvl (as a smart zombie)
lvl 1 + 2 + 3 + 4 + 5 = 1100 SP
eff 2% + 4% + 6% + 8% + 10% = 30 %

that's the common reason

but the real reason is zombies have the bonus 1000 SP too + meta-gaming. all the zeds class up TOO early in the game, well some noob citizen need some normal zombies to level up.

and they zombies only one mission: destroy anything.

while humans must
-protect resource buildings
-REbuild ruined buildings
-complete the vure
-slow down the zombie horde

see that.
playing for humans is like a "normal difficulty"
playing for zombies is like a "easy difficulty"

and to make it harder humans MUST work together, while zombies can just "eat people alone"

and look at how the conversions work.

zombies are easy to infect someone,
while a human inject is still hard only 30% hit rate and the antidote can still fail to cure him.
