Tomoru-san no doubt exercised "more discipline than a Shaolin Monk" in keeping his (a-hem) promise until Rino-chan graduated.
Of course, it's quite understandable that when the magic moment did finally come, it seemed that Condom-kun decided to excuse itself from the (a-hem, again) climactic moment. At least Tomoru "took responsibility", Like A Boss, and they seem to be happy by the close.
