IMHO, "Harem" tag became invalid, once the other men (presumably the Mayor and his colleague) showed up AND joined in.
Chances are the old ladies might not have been gossiping about male protag-kun (stranger in town), but perhaps that *cough-cough* the local "slut brigade" had moved in on him.
And for all we know, the (a-hem) surveillance system to be installed was actually intended not so much to watch for criminal or suspicious activity, but to look out for those three young ladies (a-hem again) "in action".
