@Kuro: You don't need a tablet, simply scanning the image, then inking over it would work fine too. But a tablet would be more convenient, however much more expensive.
And yeah, I recommend Sai too. It's interface is really well done, and it's simple to use. But you can still get alot done with it.
Of course, Photoshop is better if you have the money and know what you're doing.

Hmm, all I can say is that I think the chin needs to be more rounded in the 1st pic, alongwith the nose, seems a bit too far up, but just a bit. Other than that, yeah, clean them up a bit and they'll look better.
