I think anyone that watches a sizable amount of anime can see that girls in anime don't always look there age. A perfect example is Yoko from Gurren Laggan. She is 14 years old. Now honestly how many 14 year olds have that body. Her boobs are huge and the rest of her is well developed too. Now we can have a reverse example, Mayo from Majikoi. She is in her second year of high school so is probably 15 or 16 years old. But she is a total and complete loli. Because she looks like a elementary school student. So my point is that It's not about what age they say they are, Its about what age they look.Another good example of reverse is Komoe from To Aru no Index.
