OP needs to go read up a bit more on evolution.

First off, you're asking about governmental systems, not social systems. I'm not too polished on the current social system, but the governmental system is dictatorial. Others are free to make suggestions to Jacob, and he'll weigh some opinions more than others, but in the end he does what he wants.

I don't think Japan has a law restricting human reproduction. Actually, I don't think any country aside from China has a law specifically forbidding people from having excessive children. So you're really only referring to one instance of population control law, which doesn't even affect the entirety of China's population at that.

Now, I'm pretty sure you can find the answer to most of these questions by doing quick Google searches and comparing the results with an objective mind yourself, but one of the questions you asked is sort of a no-brainer:
Q: "Why are there laws regarding population control in the first place?/Why do governments create laws regarding population growth?"
A: Because a larger population creates a greater social, economical, and environmental population than a smaller one; lots of people are hard to control. tl;dr mo' people mo' problems.

In fact, I think the only viable questions for actual serious discussion here are the first, second, and last.
