The name of the anime is Maburaho. The guy does have magic power but can only use it like 7 or 8 times or he dies. He is said not to be special because his next offspring would have incredible power. Your rank is decided by how many times you can use magic. The higher the number the stronger the lineage.

Glad to hear your a fan of A Lovely Night to Fall in Love also. That is one of my most faveoite storues and I love the artwork. I really wish Yukimi would draw more. I have all of his translate so far.
