Of course you should... you should use it to initiate and to try set up kills across the map. Shots that actually have a chance netting a kill of course not just randomly initiating on an enemy. No point of just having it off cooldown for most of the game.
Please don't try to snipe with Ashe's arrow. It's for up close and personal initiations or stun-and-runs. It's NICE if you can snipe successfully, but overall just not what team strategies should revolve around.
Doesn't matter, not like any of us are in the circuit.
