Ah a Wacom tablet, good choice.

Considering your budget I say Bamboo would be a good choice though I would encourage you to get the Intuos series. I might be getting one next year I'm getting tired working with a mouse. I have a friend that uses Bamboo tablet and he could produce awesome artworks.

And yes they do come with a software, Corel Painter especially can't remember the others...
Remember to get the one made for art...the other one is made for calligraphy, if I remember correctly.
