Just for clarification, this is not true only if you intend on sending and receiving money with and in your paypal account. All that is required is a debit card number.

For example, I can send and receive funds without any problem (somehow, paypal never worked for me and suddenly started working perfectly fine out of the blue one day), but I cannot send any of the received money to my bank account because it is not linked (nor will it be linked).
