I don't really text, but I do drive; I absolutely hate those who text while driving. I've had numerous times where I had to swerve into the other lane to avoid them (I was actually cautious, I even knew that the other lane was clear before it happened).
I'm very liberal, but the problem with texting while driving is that they are fatally endangering the lives of other people. I don't care if idiots do idiotic things to themselves, but there should be measures to prevent them from hurting other people. unfortunately, there really isn't an effective way to enforce a law about it, but there are other ways to prevent it, such as that banned commercial

I don't think people were designed to be among the checks & balances of our government (though the founders said rebellion can be good every once in a while). It is the responsibility of the judicial branch to uphold the constitution, which they have not been doing. the "flaw" in the checks & balances is there is nothing to "check" against the courts.
If we want to rebel (which is starting to be more and more necessary), it would be easiest to rebel against the 9 judges of the supreme court, instead of the +500 people in congress.

at first, I had a problem with certain AVI files; I had to download some "avi.dll" to get it fixed. the "avi.dll" for the 64-bit version has problems for some reason. Other than that, I've been able to use pretty much all video files. It actually supported more files than my media player supported, until I got CCCP

Even if this passes on the legislative level (case in point Congress) the President will in all probability veto it, if he doesn't then more than likely the Supreme Court will deem it unconstitutional.sadly, the supreme court doesn't necessarily do that. There are so many things the government does that's unconstitutional, but the courts don't do anything about it. I really wish they would enforce the constitution, as that would solve a lot of our problems.

for anime clips, I use nyaa torrents, but if all you need is pictures, google images should be fine.
To get text, the top left area of vegas has 5 tabs; 1 of them says "media generators", click that, then click text. drag one of the text types onto the track. Make sure you place the text on the upmost track, because otherwise the text might be "behind" the other video footage.
for transitions, I hardly used any, but what you do is similar to text; click on the "transitions" tab, and click a transition that interests you. drag it on top of the clip you want to transition to. you can "stretch" the transition, so that it lasts longer.
here's a tutorial on lip syncing, though it's not dedicated to sony vegas. I recommend using markers on each syllable, and add the proper mouth positions accordingly.
Experience is the best teacher, so experiment with what works for you

- click the corners of a clip to gradually fade it, click the top of the click to change the opacity (transparency)
if you have any questions, let me know. I myself am not very good with effects, but I can make decent videos with the above knowledge alone
