Ecchi is much more broad, whereas this is specifying certain aspects of it. For example, an image or scene where a girl whose shirt is wet so you can see through it would also be ecchi, but that's most likely not intentionally (by the character) seductive or suggestive.
So while this is ecchi, it won't be included in the title.
