Let's me rephase the answer.
It's illegal to have sex with any person under the age for 14 regardless of the age of the other person. If you under 18 then your ok to fuck a 14-17 without penalty. If you older then 18 you can legality fuck anyone under the age of 18.. rarely enforce if your 16 or over unless pics or video is involved.
