The only result of the experimentation Alucard has undergone, are the Cromwell Seals, a way to limit his use of power (not the power itself) by placing levels of access to it that require his master's permission to be undone. Only one thing do I find uncertain in this... why would they lock him up in the cellar under the excuse of him being too powerfull to control? It must mean he found a way to bypass the limiters and regain full acces to his powers without permission. If so, then maybe he doesn't use it because of the blood pact he and Integra made, and grew to be loyal to her because of that and the mutual respect they share for one another, and because he began to understand humans and feel compasion for them.
