That doesn't make a difference. A lot of characters can destroy the world so to speak, but that doesn't make them Tier 5. Same with Shinigami.

Though I have to agree that Accelerator is a total badass and completely OP, he can't warp reality. He's on a crutch, can't talk properly, but can still kick people's asses though =D
I think Touma has the potential to Type 5 though, at least according to the info on the index wiki. Imagine Breaker, when strong enough, can dispel reality or something. Of course this hasn't happened yet and is just speculation.
The
Tengen Toppa Gurren Lagann can probably make the cut for Type 5. The thing can bloody meld galaxies together into balls of pure energy and throw it. Saying it's OP is an understatement.
So yea, a lot of shit goes down when this guy fights. In that one scene of the movie(?) where they fight the Anti-Spiral beings and their two super final attacks collide, it causes the dimension to collapse.
