It's an OAV series; it's not being aired on TV. Just so you know.

I suppose quoting you was a poor choice. I meant why is the series moving so slowly. They haven't released a new episode in weeks. Is it dead?

I'm not sure, but I think this is it for Higurashi. After this OAV series is through, Higurashi anime is done (at least for now). And in case you don't know, this series will last five episodes. Only two left.
However, the people who made the Higurashi games also made a series of games called Umineko no Naku Koro ni, and that is getting an anime adaptation soon. Here's a thread about that series: https://www.fakku.net/viewtopic.php?t=6584
