Japan is a strict, authority driven society where if you not in the social norm, then your treated like a someone with Leprosy.. especially if your not a worker ant like you suppose to be.

And no, it is not a real problem. There are neither perverted old men nor molesters everywhere in Japan, unlike how it is portrayed in many anime/manga.

I thought manga volumes were cheaper than; One Piece, for example, was roughly $3/vol in Korea, and others roughly about equal, which should include shipping and translation fee.

the chikan however is an actual problem not even in japan but almost every where
if yu are using anime/manga as a reference u ar sadly wrong
(64% of wemon in japan are grobed in trains and only 2% report it)
that is why the japanese police are trying to crack down on chikan and molesters
( gaijin are blamed for alot of crimes in japan, [it is not the best idea if yu go to japan to do a crime if yu are a gaijin] but not until 2002 were the laws for personal posesion even greater than the sex laws) basicly you go 5 years in jail for stealing but a slap on the wrist or community service for groping or molesting a girl.

Simply put, wrong! Chikan is real, and while many aspects of the issue are portrayed out of context from real life in anime and hentai, it doesn't change the fact that it is (or at least was a few years ago) based on a very real issue. One report done in the early 2000s found that in some high schools as many as 70% of girls reported they had been groped on trains in particular. In fact some train lines have women only cars (or did when I last visited Japan several years ago).

Unlike the events usually depicted in hentai, this frequently occurs on trains, which at rush hours are extremely crowded - many stations have uniformed attendants whose job is actually to help push the riders into the cars. In many cases it is literally impossible (or at least very difficult) to actually identify the perpetrator. When added to the Japanese cultural proclivity to not wanting to cause a scene and you end up with a social problem. The problem was real enough to cause the police to form special chikan squads. Whether or not the practice is still as prevalent as it was 7 to 10 years ago I don't know, but it was a very real problem in the recent past.
