The loli teacher is totally moe... and beyond because she fucking drinks and smokes, which equals total win.
As for the episode, I don't think much happened except they healed Index and set up for the swordswoman to get in some slice&dice action with our magic/psychic nulling hero. A filler, but not a bad one.

I guess the 3rd episode is a breather episode, no fighting in it. they even use half the episode for the Index Healing magic.
I'm definitely going to like the 4th episode.
Who doesn't like a total babe swinging along sword.
