Cause Nagisa is the main character. And no matter how dull he is, they've been building him up over the last couple of chapters to beat Takaoka.

He obviously showed signs of having something "special" since the beggining of this manga. If someone else were to be chosen I'd be surprised.

Yuusei sensei is a genius. I loved Majin Tantei Nogami Neuro, this one is similar in how they portray mature material in a silly sense. There's much thought and detail put in each slide, like One Piece and how smaller parts of the story are brought out to light.
