Ichigo 100% and Air Gear are the best ecchi's i've ever seen.
And i think DearS & Elfen Lied are not so ecchi, but still they are really good show's.

Yes, even if it contains nudity, it's not a love story like at all.(well there is a bit pity in the end)
So i don't consider it so ecchi like, specially because it's really violate witch takes all the attension away from nudity (i think)

Yes, Elfen Leid does have nudity but its more GURO than ECCHI

I highly recommend Re: Cutie Honey.

Gainax handled the animation and production, and they did an excellent job of redoing the Cutie Honey series.

At three OVA episodes you can probably watch the whole thing in one sitting.

Originally a creation of Go Nagai (one of the originators of the ecchi genre - check out Kekko Kamen as well), you owe it to yourself to watch this show.

I agree that Zero no tsukaima, Girls bravo and Tenjo tenge are ecchi, how about Ultimate Girls, Ichigo 100%, Inukami, and long lasting ecchi anime is LOVE HINA!!! Give it a try!
