Scariest or creepiest anime character?

I don't know where to post this so please tell me if this is the wrong place.

Name a character that you DON'T want to ever meet or run into.
Anyway back to the topic, Mine would be the guy above. Elmer C. Albatross from baccano. Well, from the anime his personality is not that much focused but if you had read the novels, even the main antagonist is afraid of this man. He can watch the world burn and still ask you to smile. He doesn't have powers or special talents but his mind is so deranged that you couldn't want to look at him.

Kaoru from Nana to kaoru is mah nigga.

To me it'd be Yuno from Mirai Nikki, simply because she seems really sweet but next thing you know she's standing at the end of your bed with a pair of rusty scissors.
I'd never want to be around her.

Gilgamesh, Fate series
i have a problem with people acting all big and mighty, most of the time i have a way to get back at them, but Gilgamesh... there is no getting back

Scariest = Alucard from Hellsing Ultimate.

Creepiest = either Ryuunosuke Uryu from Fate/zero or Hansel and Gretel from Black Lagoon. Or both. The nightmare fuel is strong with these ones.

Hmm, in recent memory Shogo Makishima from Psycho-Pass springs to mind, he's a grade A sociopath who gets his jollies by facilitating mass murder when he isn't slitting the throats with his crazy straight blade. Literally wants to watch the world burn just to see how the ashes fall, creepy dude.

But all time creep scene? Rena's "LIAR!!!!!!!!!!!" scene from When they Cry, what a transformation. It was so sudden and I was so engrossed in what was going on that it actually scarred me (horror movie buff).

Followed closely by her 'treasures' including the Colonel from KFC. She's really creepy when you start to think about it.

I would like to make it clear that that's a guy. So... yeah. That's kinda creepy right off the bat. Well, he also tried to kill his daughter with a flock of cybernetic attack-owls and has(had) an extreme obsession with creating zombie lolis and naming them all "Rosalie". So there's that, too.

Probably not the most terrifying, but it made an impression on me was I the first episode from cowboy bebop were the guy was on stimulants and his eyes started to bulge from the overdose... I was young and got really scared.

The animated film Perfect Blue was creepy as well as quite a few scenes from Higurashi
