Either Isaiya Ohrihara from Durarara!! or The Sunabozu/Kanta from Desert Punk. They're kinda sorta the same as Isaiya and Sunabozu are both masterminds. Isaiya is a beast of a man with a awesome coat studying the "insugnifigant humans play" and can easily escape a fight with his agility. Sunabozu is a perverted, I think fifhteen year old, that roams The Great Kanto Desert with his Winchester pump action doing anything to uphold his legacy as the Ghost of the Desert and on a side note he can take down spirits with his massive perversion. So yeah evil ruler of a city or a crafty pervert who can get out of any situation with his wicked cunning.
