It's in regards to the Fifth Amendment, which "protects against abuse of government authority in a legal procedure"; so, in layman's terms, more or less, if someone says this ("this" being "I plead the fifth.") in the court of law, then they--he who stated it--is not obligated toward pleading guilty toward their accusations.
However, as gwampa said, in doing this, they are pretty much saying "Yes, I did that, but I'd rather not come flat out and say it.". Lol.
