Actually, the PLA isn't even fully engaging Blacktalon. They left two squads worth to defend the lower levels. That's 12 men a man for you guys spread over three levels.

Art, I've got good news and bad news for you, the first level will be entirely clear of enemies and patrols. But that also means they're on the remaining two floors. They've got the hallways covered well, you won't get through sneaking unless you've got some stealth field on you.
