For me it depends on how much i see per episode OR depends on then impact of the view.

Balancing Story:Ecchi ratio is crucial to make it arousing and yet interesting, though blatant panty flashes are pretty bland unless the girl get's embarrassed. Ecchi should be limited in some sense as to keep the viewers wanting more and at the same time finding it fulfilling.

To me Ecchi/Fan Service is like icing on a cake.

I find it to be something that you would call the "cerise sur le gateau" of some mangas, the female and sometimes male characters are put in the light of their "anime" beauty, and a little side boob from time to time never hurt anyone.

Besides, I've noticed that many mangas and doujins start of in their first volume with a lot of fan service, so to attract the reader and then keep them in with the storyline, fan service being the worm on the hook.
