Just for clarification. There were forced evacuations and early warnings issued by various national government agencies before the typhoon entered the Philippine Area of Responsibility. However, they (the local government units) did not expect that the evacuations sites would be also devastated by mudslides with lumbers/broken trees and other destroyed material which consequently left hundreds of people dead and missing.
It is said to be caused by illegal logging and small scale mining in the region, though there is still no official statement confirming it.
