Do you honestly think scanlators will actually continue scanlating freely? They were allowed to cause of Sadpanda. Hell, just recently the Lusty Lady Project got a dmca notice. What makes you think that this change will allow scanlators to do what they enjoy freely?

It's written in the law, what are you/they can do about it, when clearly they know they are breaking the law?
