Yeah, tier 3 quints are about a 6th of the price of the highest priced champions. You're best off to buy whatever tier 1 runes you need for a page, and then save till level 20. I think my brother saved about 15-16k IP for runes by the time he hit 20.

Yup, but 2nd tier runes aren't really worth the IP for what you get, so most people do with 1st until they are able to buy 3rd.
