You get two free rune pages, need to buy runes with IP, the currency you get from completing games. Masteries you can create up to 20 pages, and you get one point added to what you can put into them for every summoner level. So a max of 30. Upper right hand corner from the landing page will get you to where you can add stuff like that.

Well, standard rune pages for mages are, Magic Penetration marks(red runes), flat armor or health per level seals(yellow runes) and either flat ability power, scaling ability power, or flat magic resistance glyphs(blue runes). And finally, flat Ability Power quints, but you only unlock quint slots at level 10, 20, and 30. That's your standard mage build.
