False, for other westerners and people with a background of romance or germanic languages english is one of the easiest to learn, it's somewhat harder if your native tongue is a asian or arabic language. But english is still nowhere close to the hardest. English are fairly regulated and structured(compared to many other languages) so learning basic grammar and syntax is pretty easy.

At least this is what my linguistic professors state.

I believe oriental languages are considered among the hardest to learn, Latin might not have been counted as it's not currently used by any country though.

Oriental languages are hell to read, write and speak. All the letters look like neatly arranged insects and they've got 300+ character alphabets. Its crazy.
