Seriously speaking, I have yet to optimize my Futo against area-control characters like Nitori. The Kappa, by the newest patch, received a surround-sound boom blaster that covers area around her and it's probably bigger than it's shown since it breaks most of my plates upon impact in nearly all direction.

I'm surprised you play with Futo, I thought you would go for Kokoro or Miko first.

Already watching it. Its been made very obvious thus far that playing the games is pivotal to understanding what is going on. Storyline aside I'm only watching for Alucard service.

I thought she was the one you liked 2nd most of the HM cast. First is Kokoro? Miko is only my 3rd favorite in Ten Desires even. In the latest Touhou Sort result I took, I got Byakuren in my top 5. Thought you already knew that I've always been into Buddhism for HM. If I gotta make a list of the best of 3 5, it should be like:
1. Komeiji Koishi
1. Hijiri Byakuren
2. Kumoi Ichirin
2. Mononobe no Futo
3. Hata no Kokoro

If you only want Rachel goodness, I suggest you to play her personal story mode in Calamity Trigger instead.

You're explaining the basic utilization of optimizing the people quite clearly, but still not answering my question. My question is "HOW do you optimize the people?", i.e. instructions.

First thing first, you need to know the specialty of your main and either emphasize or alter it the way you see fit.
In my opinion, Futo is an area-control character that relies heavily on momentum; just like Alice in SWR/Hisoutensoku. With her stationed plates, she is able to apply pressure on unaware opponent, push them to the corner, and strike them while the plate is hot. One more thing to note is her agility; the ability to travel through screen faster than most is not something to be looked down upon.
However, just like typical speedsters, Futo suffers the lack of life-threatening damage/skills. By the newest patch, she gains a new spellcard to compensate it, but the spellcard in-question is entirely luck-based, assuming I read it right, which is not nice.
In my case, I'm leaning more to emphasize her specialties.
Keep the unaware opponent guessing by what skills you have in your arsenal. [Fireball] grants Futo the ability to taunt the opponent and trap them within chaining plates. [Wind Warp] allows Futo to teleport to the first plate thrown while dealing damage in the process; risky to use though. [Boat] can be used to ram the opponent who is attempting to graze your projectiles. [Dishwasher] adds more plates to extend your territory and is also a good card to end combo. [Flame Wave] is a quite lethal finisher. Etc etc.
I'm not giving away my strategy, but I believe the above paragraphs are good enough to give the general idea about how things work.

That's... closer, but it still doesn't answer my question. Let's change a word, and have you look at it from this perspective: You're completely new to HM, don't know the game mechanics, and only ran a couple practice runs when the demo came out.
Now... How do you optimizecustomize the people? I assume it's like Soku, but not entirely like it.
