Your assumption is pretty much spot-on. Since using PM should be taken as the last solution, I suggest you to try to hit us up here first. If someone's up for some matches, they will most likely respond to your challenge.

Quick - Reminder!
Sign ups for the upcoming soku tourney is on until Friday 11.49pm (UTC+08), please include in your signup a simple list of the 3 selected candidates you will be using, and your vote for who you think should hold the position of FBP.

At the end, if you were elcted to be the FBP, you will be free to choose any character of your liking as your champion without any restrictions.

Like what Zafira said before, the format is for you to cook freely as there is no restriction for it as long as you can describe who your fighters are and who are you going to vote to be the FBP. Take a look at Haru's for example.
