The answer is yes, it's the same Makai. The reason is also correct, there's no mention of another Makai except Shinki's. Hijiri was sealed in a Hokkai 'region' in Shinki's Makai.

Suika has power over density. She can make material changes to an object based on the three criterion in which density depends upon, namely, density itself, weight(mass) or volume. This power, if used correctly, is akin to creation as some materials change property and behavior dependent on density.
The question isn't as deep, but the above info should be helpful. Can Suika emulate Utsho's power? Simple yes/no answer should suffice and state reasons why you think so ;)
