2. Switch to Japanese Locale
3. Restart
4. Install Komajou. Keep the destination of the folder as suggested.
5. Try running it.

IIRC there's two things to keep in mind when installing Japanese games on an English computer. You can usually tell by looking at the title bar.

If the title bar shows scribbles then you installed the game in English Locale. Only sometimes do games work like this.

If the title shows Japanese characters then you installed the game in Japanese Locale. This requires running your system in Japanese to play the game, but usually this will result to the game booting without hitch...

EDIT: You can still run it though

Also, Koumajou Densetsu II has been up to ver 1.02 and got official English and French translation for it. You might want to try it.

Remember to patch from 1.00 to 1.01 before patching to 1.02.
