No he doesn't, you get a claim for every 500 posts OR two years, He's been around for 3 years, so that's one claim plus he has over 500 posts so that's another claim making 5 in total.

The rules state either/or- so that means whichever one helps you out the most.
So he only gets +1.
If a lurker has been here for 5 years but only has 30 posts, he can still get 5.
A new user who has been here for only 6 months but has 1337 posts would also be able to get 5.
I think it's fairly balanced.
