Joke aside, I truly believe that Japan was a really suppressed society, and ever since the exposure and activity in the international community, there's been a gradual decline of tradition and something of culture assilimation and evolution. Basically, the Japanese came out of the closet, and nothing depicts that better than the Meiji revolution. Because of that, a lot of sex related topics and activities that the Japanese are well known for are products of centuries of behavior suppression for dignity, honor, self-improvement, and values of the like.
At least that's what I came up with.

Thus putting off marriage latter and latter, as well as the age in which couples will decide to have kids. The fetishes developed as a way to prevent pregnancy rather than a cause of a lack there of.
All of that was of course abridged for sake of easy digestion, but those are the facts. Oh, and to the op, japan is not that creepy. Example, my aunt is from Mexico, the city to be precise. She said that train molestations are not that uncommon and that they even have separate cars for women only, just like japan. Just another example of why japan does not corner the market on creepiness.
See, I wasn't sure, because information on level 1 sex offenders is not available to the public. But it stands to reason that schools would run a background check on potential teachers.
Also, that is indeed what I had heard about the population issue.

I think people get really screwed up when talking about America because laws can differ so much from state to another. A 14-year-old may legally be able to marry an 18-year-old in one state, but drive an hour to the next state, and they can't. It's really fucked up, but the US has always been about states doing it for themselves, so that's the way it is.
I wonder, are other countries like that? Do any other countries have weird shit like gay marriage being legal in one part of the country and illegal in another?

Getting back on topic, compared to a number of other countries, including America, Japan doesn't really have much of an issue. I'm sure, in Japan as well as other countries, its only rape when information about it becomes public. American teachers rarely rape students, but every week you hear about another teacher having sex with one.
