The only real difference is the culture each one is created in (asuming that by cartoons you mean western animation, because come on guys an animation is a cartoon). Anime is created in Japan which has different social norms therefore is created differently for a different audience.

essentially it's the same thing with manga. manga is just the japanese word for comic, but we use it specifically to refer to japanese comics.
western and eastern art styles tend to vary, as well as what they focus on with story and plot. people in the us have a different type of humor from people in japan, as well as what they find attractive, what is important, etc etc.

What you're doing is stating that anime and cartoons are identical terms. It's not an issue of them both belonging to animation.

"Different styles", as you put it, was a significant enough deference for it to gain its own genre and recognition. There is western (which is majorly recognized as cartoon) and there is japanese (majorly recognized as anime) forms of animation, to say they are interchangeable is simply a display of inconsideration. You're shrugging off thousands of people's perceptions and since concepts are widely accepted perceptions, you're on a losing side man.
